BCA Section J Compliance All states in Australia including NSW require councils to obtain an independent report from a 'suitably qualified person' of project compliance with the requirements of BCA Sec. J Energy Efficiency at the time of lodging a Construction Certificate application for their project[s]. This requirement covers all classes of buildings except 'class 2, 3 and some of class 4' buildings in NSW. A Sec. J Compliance Report is required by Councils before Councils can issue a CC Certificate - prior to construction commencement on the project.
